Not they can't take your parents house unless they co-signed the loan. Yes they can track you down, and yes they can dun you for the money. It would depend on the reciprocity that exists between the countries as to whether they could sue you AND collect.
So if you want to be a deadbeat instead of trying to negotiate a settlement, then run away.
