    Hampton bay ceiling 52"fan, model 499 461
When the fan goes forward it works excellent in all three speeds, but when it is reversed it wobbles and if you turn it to high it wobbles really bad, anybody have any solutions?

Make sure all screws connecting the fan blade brackets to the motor are tight. Make sure all blade screws are tight. If that doesn't help, and it wobbles as bad as you say, I doubt trying to balance it will work. If it is a new fan, take it back.
