Hi,
I assume a Briggs engine, and no matter whether it is a single or V-twin, it needs a valve adjustment. The valve components have seated in and they need to be adjusted to a snug 0.006" for proper operation. This generally occurs in the first 200 hours and should be required only once in the life of the engine. Just varies on the number of valve to be adjusted between the two engine types. The automatic compression release (ACR) needed for starting is not functioning because of the needed adjustment.
