Accrued PTO Transition from Granted

I am in the process of transitioning my company from granted PTO that employees earn on their anniversary to accrued PTO that they gain each payperiod. The total for the year is 152 hrs. I don't want my employees to lose their banked PTO. What is the best way to make this transition?
