I have water (same temp) coming out of shower head when the diverter is not engaged. I have replaced the spout but this did not change the problem. When I remove the spout, water flows freely but only through the copper pipe. With the spout on, water flows slowly through the shower head. Any recommendations? Thanks.

The diverter is not working properly and needs to be repaired. As we don't know the type of set up you have can not go into detail on how to do repair.
