No. If it reads 18 with power off and tank pressure drained to zero, then you are good.
I just really don't believe the tank is your problem. The pump generates pressure in a system, not the tank. If you look at your pump, you will see either two or three pipes coming out. One will go to the tank, the other two to the well. OR you might have a pump with one to the well and one to the tank. I'm asking because, if you look in the priming port and it is full of water, then the pump should work. If you have no pressure, then there is an issue with either the pump, the wellpipe, or the water table.
