My mother has Parkinson disease, Can I bring her to California for medical treatment with some kind of special Visa.

Well, if you mean on vacation she will need a passport. To live there she will have to get her citizenship. But, even though she has Parkinson's she can't come without passport/citizenship.

She can come on a tourist visa, get treatment and go out of country during the required time. You can also sponsor her as a family member

You however are going to be paying for this I assume?
