    Replacing tile in a bathroom. Is the tile supposed to be lower than the
    Flange or even with it or above the flange? If so by how much?

    Toilet flange should be even or slightly above floor level. If not, use flange extenders rather than extra thick wax ring. 1/8" -1/4 " above floor is optimal
