    The breaker to an outside circuit and two bathroom outlets is working but there is no power to the outlets

    Okay, just to level set you, branch circuits for bathroom receptacle outlet are not supposed to feed outside receptacle outlets.

    Branch circuits for bathroom receptacle outlets are for bathrooms only.

    Okay, question, how do you know that the breaker is functioning properly, did you test the output of the breaker with a volt meter?

    Sometimes a breaker can trip and not drop into the full OFF position. To test that, push the handle all the way to the OFF position and then turn it back on.

    Typically the failure you are describing is caused by a GFCI receptacle somewhere on the circuit that you don't know about.

    Also, broken or loose connections particularly the "Neutral" (white conductor) can show up like that.
