Marriage between visitors to the U.S in the U.S
If a foreign student on a student visa wishes to marry a visitor to the U.S what documents will they both need to do so, and will the visitor need to change his/her status to be able to remain with the student spouse for the course of his/her studies.

If a change of status is needed, how and where must this be done?

This kind of question needs to be asked to the U.S. Citizenship and Immigration Services - formerly the INS. I do not see how a visitor to the United States can change his or her status just to get married to someone on a VISA. But stranger things have happened.

You would best serve your own purposes by contacting the USCIS and ask them yourself. Listed below is their website and information to call their toll free number.
