The cold water runs continuously in my bathtub, and I can't turn it off. The shower isn't used anymore, so I would love the simple fix of just turning off the water to the bathtub. Would it be possible for me to turn the water off to the home, remove a pipe that only goes to the bathtub and place a cap on it? Or something else that will just make the water stop.

Sure you can do that but why not fix the problem. If it is a 2 handle supply faucet, the most likely culprit is a 15 cent washer.
