I never received form 1099R FROM INTERNAL REVENUE to file taxes and no one answers the phones .Everything is on tape,, nothing applies to my problem.What can I do?

The IRS doesn't issue 1099Rs. You get one for distributions from a retirement plan. You need to contact whoever you get such payments from.

Contact the custodian of your retirement plan (401K, 403B, IRA, whatever) and ask if they have mailed them out yet. Some brokerage houses and mutual funds are late getting them out this year.
