Focus on the blend door controls and actuator. The actuator may be bad or you may need to run diagnostics on the Electronic Air Temperature Control (EATC) System, if your Explorer has this system. If a pending code shows up, you may need to clear the code and turn the ignition switch off and then on. When you do this, the blend door actuator should reset itself. If it does not reset itself, the blend door actuator may need replacing. Regardless of what system you have, focus on the blend door controls--ensure the blend door operates freely and does not bind. When these systems fail, the default is full heat as the door stays wide open.

If the actuator is working but the door is binding, you don't have to replace the entire heater box. Dorman makes a replacement door.
