I have a half brother he is a graduating student in college this march. But he has no birth certificate yet. We already ask negative in nso... where from southern leyte... unfortunately his father died when he was young but the surname he uses in all his paper including school papers, nbi and etc is his fathers surname... how are we going to apply for his birth cerificate online

This is a world site... is this Leyte in the Philippines.. I have no idea what nso and nbi stand for.
I have a feeling that getting this online isn't going to work, so get some phone numbers off the government website and start calling. He may have to do some traveling.

Why, all of a sudden, does he need a birth certificate?
