My dell 922 all in one printer keeps saying paper jam. Has new ink cart. And keeps saying, paper jam, paper is not jamed but it won't even print a test page or let me clean jets or clean nozzels.

You probably have small pieces of torn paper jammed in the rollers. You will have to remove the access door and inspect with a flashlight.
