We have air coming through vents in house but the outside fan is not turning or making a noise in heat mode. Fan is on automatic setting. Thermostat is set on 70 and temp in house is 69.

Is the air coming out of the vents warm? If so & if it is quite cold where you are, some equipment shuts down the outdoor fan under certain conditions. Can you hear the compressor running in the outdoor unit?
