If the pressure release valve is leaking, you'll need to replace it. Make sure to drain the water level below where the valve is.
Before you just jump in and replace the relief valve (TPV), make sure the main house pressure regulator (PRV) is good. Measure the pressure at the hot water heater, should not exceed 50-60#. Many times the PRV goes bad, the pressure goes up and opens the TPV. In this case replacing the TPV does nothing.
