My best friend has had bladder surgery and the sling put in a year ago, 3 days ago she could not pee and has had to have a catheter put in by the er and tonight she started peeing from around the hose and is complaining that it is burning and itching really bad is this normal or do I have to take her back to the er?

Yes, please take her back. It is possible that the bulb in the cath has deflated. She also needs to be assessed for a catheter induced UTI.
