Did you ask him? Does he live far off? Maybe his parents wouldn't let him, or couldn't bring him?

Did he get an invitation to your party? At 12 he has to do what mom and dad say, he's a child. Most likely his parents couldn't drive him, or said he couldn't go. Maybe they don't like that their child is dating at such a young age, and don't want to encourage it.

No matter what, if he can't get a ride to your place, or his parents say no, he can't come. He's not old enough to get himself there.
