Braided hose on dishwasher leaked when I took alook at it burn mark and leak at a point where it contacted frame of dishwasher. Checked with meter and found 4 volt running between the two.

Sorry for the delay in responding to you.
How did you check for voltage? If you have a multimeter, set it to Resistance and then test the frame of the D/W to the water pipe. There should be zero résistance if your D/W is properly grounded.
Have you had or done any plumbing work in the area lately?
What some times happens is that existing metal plumbing is replaced with PVC plumbing and this breaks the bonding connection to all metal pipes. A simple test is to take a length of insulated copper wire and jumper the metal in front of the PVC to the metal after the PVC and see if the bonding of the pipes I returned (zero resistance).
I would check the ground on the dishwasher as well. I would also inspect the other electrical connections at the junction point in the dishwasher. It is possible a connection has come loose or was not properly insulated. If both of these points check out okay there may be damage to internal wiring in the dishwasher itself which may result in some leakage to the frame. First priority would be to get the frame properly grounded.
