My daughters dad has not seen or taken care of her in the whole 18 months of her life and now wants to step up and play daddy how do I make it so he has no rights and I have eye witnesses to it all? She does not even know who he is... she calls my ex who has been there since she was 2 months old daddy...

Its not going to happen. If he goes to court and obtains his rights then he will have visitation through court order and there isnt much you can do to stop it.

You can't just make it so he has no rights unless you can prove that he isn't the father (with a court ordered DNA test not witnesses). If you are against his being a part of the child's life then tell him you want him to go to court for the judge to tell both of you when and for how long he gets visitation. Have you gotten an order for child support? Is he acknowledged as the child's father legally?

So he ignored her for 18 months. People change. Now he is ready to be a father. It is highly likely that a court will grant him visitation. It may be supervised at first, it will probably be limited at first. But they are likely to grant it.

You can't "file" for abandonment. You may be able to use abandonment as grounds to limit visitation.

Termination of parental rights is normally only available when the child is to be adopted. But limiting visitation to reasonable visitation in the discretion of the custodial parent, and taking away "legal custodial" rights (the right to make important decisions about the child, such as school placement and health care decisions) would be, for all intents and purposes, more or less the same thing.
