I signed the contract and never got the truck yet. My loan is approved.Its been 24 days since I signed the contract,the first payment is due tomarrow . The dealer continues to tell me excuses why his mechanics have not fished yet. What do I do ?

Well, you certainly don't want THAT truck.. It MUST be a lemon. You need to cancel the contract. Do that by certified mail, return receipt requested. Send copies to the bank AND the state bureau that regulates car dealers in your state.. HAND deliver another copy to the dealer TODAY.

Give the reasons you cited here in your post. If you made a down payment, DEMAND its return WITHIN 48 hours, or you'll file suit.
