    What would cause a circuit breaker to arc
    I chaged the circuit breaker out that works the dryer and it still arcs

    If the dryer is still on, the breaker may arc because of the power load. Even not running, power is still to the dryer, the light works when you open the food.

    What do you mean by arc? Does it just trip? When turning it on?

    Most likely it is just doing it's job and the original breaker was fine. Meaning there is a problem with the circuit or the dryer.
