How to diagnose the intake manifold runner control my 2000 ford windstar

You will need a scan tool designed to read engine data while it is running.
Are you getting a 'Check Engine' light? Any DTCs stored? There may be codes for Throttle Position and/or Crankshaft Position.

We don't have check engine light, the runner control doesn't move at starting the engine and it doesn't move with a screw driver, and I wanted to know what kind of scanner to use to check runner control
