My children are in foster home can I get my family to adopt if I lose my appeal to the Supreme Court?

You can't put kids up for adoption you have legally lost custody of. And as they are in foster care...you do not have legal custody at this time.

You can ask your family to adopt them. But they will have to file the petitions to do so.

If the reasons for taking your other children is still present for this child, they will investigate and the same results seem likely.
