Can a land owner rent land to a person who has horses and land oner will not supply water to land

Does the person with the horses (a "lessee") have a written lease? Does the lease recite that the lessee may keep livestock on the land and does it specify that the lessee has water rights?

Assuming this is not residential property, it all comes down to what's in the lease.
