Girl nearly drowned in the sea, but after that she became blind, stopped walking, then the description of her life after the tragedy

Trying to remember the name of a movie, 1980's - I think kind of military / drama. Not Uncommon Valor, (less popular than that) The ending is more like An Officer and a gentleman - but not so much love story. The ending song though begins " You seem to stand out in a crowd. Without meaning to, without talking loud" and it has that same kind of tune as "love lift us up" - everyone is cheering at the end, big crowd - seems like it was maybe on a military base - a little like top gun at the end... ha, anyway, if you have any guesses please let me know.
