My dogs keeps throwing up a kind of foamy substance she hasn't ate or drank water, she has her rabies shot can someone please tell me what's wrong or what I can do?

Very simple, take the dog to a vet.

You'll need to see a vet. A dog that's not eating or drinking, is sick. I'm more worried about the lack of food and water than I am about the foamy vomit.

Take her to the vet immediately.
