May depend on the thermostat. Is it an on /off or proportional? It may also be a stuck thermostat and a safety is tripping.

Do you have a heat pump outside? Maybe the indoor heater is not turning on when it kicks into defrost. The air from the registers would go hot/cold/hot/cold.
