Im currently heating my house with a pellet stove and no longer need to use our boiler and my hot water is electric , can I drain my forced hot water system to prevent the pipes from freezing since I won't be using it?

You can drain the system but it is not necessary. If your pipes freeze then the pellet stove is not keeping the house warm enough for you to live in.
