Is there a fusable link on a Kenmore Elite Model#66517054402?I am getting no power to the sart and cancel buttons.

Have you confirmed power at the wall receptacle?

I doubt it has a fusible link. I have never seen one on an appliance like this. Check the power coming in and keep tracing it with a meter and you will find where it's being dropped.
