I have never had a period in my entire life, and I am 23yrs old and the only way I have a period is to take provera. My doctor has tested me for pre menopausal and said I was not pre menopausal, they said my thyroids are fine, my ovaries are fine, that my body chemistry is fine too. So why am I not ovulating or having a cycle on my own?

I'm really confused.

You've never had a period, but then you have, because you take provera. So which is it. You've never had a period in your life, like you first stated, or you have had one, or more, when you take provera?

We really can't diagnose you, that's up to your doctor. If you feel you aren't getting answers, get a second opinion.
