    If you are on a month to month rental yes they can... what they can't do is demand one mid lease (say you signed a one year lease 6 months ago they would have to wait until that year is up to make changes). And a month to month effectively the next month is a new 30 day lease when changes or increases in rent can be made.

    Yes its legal but only at the end of your lease term. So, if your lease expires on 12/31/13, they can impose a deposit when you renew. If your lease has expired and you are on a periodic (month to month) lease, then they can impose the deposit with sufficient notice (usually 30 days)
