I have hated underwire my whole life, so are you sure you need that?
I'm a little puzzled how you can go from a padded 32A to underwire - that's quite a leap.
Can you take the padding out and try that?
Keep in mind that bras are expensive, so mothers sometimes just resist spending the money. My mother made me wear bras that didn't fit me.
Any mother (having breasts herself) can handle the subject. Just say something like 'I've outgrown a 32A; could we go to the store and check out a B cup?' Answer back if that doesn't work out OK.
You wear a 32A padded at that. Do you need underwire or just want it. I can't imagine an A cup needing support. Show your mom how your bra is too small and let her know you need a larger size. I cannot imagine a mother wanting her 11 year old walking around in a bra that is too small.
The underwire is for support and "push up." I too can't imagine at 11 you need those two things. Yes, ask your mom to take you shopping and for a bra fitting.

I can't imagine an A cup being in need of support. Your mom's size yes, but a 32A?
I think maybe you want an underwire for push up. An A cup is small.
