The restrictions of your Form W-4 are probably internal to your company to keep you from under-withholding.

As for using sick leave for the birth of your child, that is also a company policy. Ask your payroll department.

As ATE said, using sick days for that purpose is up to corporate policy and you need to ask your HR dept (or Union if you are part of one) about it. But I can tell you, that its generally OK to do so, though you might be required to use vacation time instead.

As to changing your W4. It sounds like you were trying to do so, using an HR WEB portal for your company. If the portal didn't allow you to increase your Fed dependents, it could be because of a company restriction. You can try to submit a paper W4 and see if that's accepted.
