My daughter's child's father lives in Missouri and she and her child live in Tennessee. The father is wanting to give up his rights and sign over full custody of the child to my daughter so he don't have to pay child support. Can he do that?

No... its really that simple.
Someone else (meaning a married couple in most cases) would HAVE to adopt the child before his rights are ever terminated or his child support obligations would end.
I didn't think he could cause the child support services in Tennessee said he couldn't unless someone adopted the child. But the father is telling my daughter he talked to his lawyer in Missouri and said he could do it.
That's exactly right. The only way rights can be signed over is to make way for an adoption.
If it were this easy to get out of paying child support, there would be millions of men that would do it. That's why it's no possible. His lawyer is either not that bright, or the father misunderstood, or lied to the lawyer or your daughter.
Thank u both. I think he is just trying to get under my daughters skin and get her all upset, which is exactly what he is doing.
