One of my friends doesn't celebrate anything AT ALL. Not even their birthday, Christmas, New Year's, Halloween, nothing! She doesn't do anything for her birthday. She doesn't get a cake, presents, etc. Her birthday is just a normal day like any other day. And on Halloween she does nothing. She doesn't go trick or treating, she doesn't have a costume. And also, she's not allowed to go to parties. Her parents don't allow her to celebrate anything. Like if I am having a party, she can't go since her parents don't allow. We never see each other outside of school. Is this normal?

That's part of their belief system -- no celebrations of occasions like that. The Witnesses consider them pagan (ungodly) rituals and practices that take a person away from loving God.

It's normal if they are Jehovah's Witness.

Its normal for her, and her family, even if it's different from what you and your family do.

Different people have different beliefs. For you it's not normal not to have a birthday party, or celebrate Christmas, or go trick or treating. For your friend, that's how she was raised, and for her it's normal.

So to answer your question, yes, it is normal for some people not to celebrate anything.
