When upstairs toilet is flush downstairs toilet baback up

Blockage in the line, some where between the downstairs toilet and the street. If you have a clean out outside the house snake the line form there. If you don't have a clean out or snaking from the clean out does not clear the blockage, pull the toilet and snake from there.
