I was wondering if it was illegal for a 17 yr old to only kiss a 14 yr old. By the way we live in the state of NY.

As kissing can lead to other things, best avoided.

If you are wondering if you can go to jail for kissing a 14 year old, probably not, but the greater concern is not the law, but what the parents choose to do about it once they find out. Both the parents of the 14 year old, AND the 17 year old.

You never know how a 14 year old will react to a kiss, male or female but it could lead to a LOT of trouble, with the law, and with parents. Jail is often a possibility with thoughtless behavior. A 17 year old kissing a 14 year old is definitely thoughtless.
