Recently purchased a hampton kitchen ceiling light fixture and one of the flourensent lights does not work, returned it and second one doesn't work either. Could it be the balister?

Check wires starting at power supply. Wire may be broke inside wire nut.

If you have 2 balusters, switch wires supplying light. If light works baluster is bad.
