My daughter's mom has not seen her or called her for 20 months now. We have been divorced for 16 months now. I have full custody, her mom has supervised visitations twice a week, and 1/2 hour phone call twice a week. She lives in town.

You can't force a parent to adhere to a visitation agreement. You already have full custody, so what more do you want?
