Male 45 - has itching in of skin on testicles and leg area of inner thighs --- have seen primary care doctor and dermatologist --- have been prescribed many creams over the years and itching stops but returns within couple days of stopping cream ----- HELP!! What type of doctor shoiuld I be seeing?

That didn't work find something else. Maybe get a second opinion.

Also let those areas air dry a little. Men have a tendency of not letting that area dry out and it gets funky.
