My 1997 toyota camry will not come out of park, I also do not have any brake lights

If it has a shift console on the floor, can you remove the top plate (trim) that the shift lever travels through? I say this because I have a newer Toyota that was very difficult to get out of and into park and when I released that plate all my problems went away.
You may also have a problem with the interlocks and safety/security features. Some vehicles have an emergency release that can be accessed through the storage compartment adjacent to the console.

Check all under dash and under hood fuses with a test light or multimeter. Replacing a blown fuse often solves the problem.
