Doesn't matter that they aren't drug addicts, it's been proven that they are a danger to the health and safety of the child.

For Family Services to force her to give the child up for adoption would mean they though she was a danger to the child. But based on what you said, that should apply to any child she has. Why would this one be different?

For them to not give the child to a family member who has indicated willingness to take the child, indicates they don't want any chance that the parents would have access to this child. Again, a drastic step.
