Why? MAYBE TO STAY IN TOUCH OR MAKE NEW "FRIENDS"

Are they useful to persons with disabilities? MAYBE
Why? HOMEBOUND PERSON CAN GET "OUT OF THE HOUSE" ELECTRONICALLY
