It sounds like there is an alarm going off under my bathroom sink. A constant high pitch whiny noise.

Is this with water running? Turn off one stop valve and run the water. Noise go away? Replace that stop valve or possibly the washer. If noise is still there, shut the other off and repeat. If water is not running it is somewhere else. Check for an outside vacuum breaker on a hose bib. Make sure water is turned off.
