May be a defective seat switch, try connecting all seatbelts. Then unplug 1 at a time to determine which.

Also, check the seatbelt wire and connector under each seat.

Why do you want it off? Will it stay on when all belts are connected or is it annoying to you if you drive with no belt? Hesitate to help you turn it off for no reason.
