When I bleached my brown hair blonde, It was orange, even after bleaching 2 times. 3rd time used 40 Developer. Hair was blonde, but fried. My roots have grown out about 3 inches. Instead of bleaching over and over, I'm thinking about just using 40 Cream Developer. Will this damage it more?

Any kind of bleach or developer added to your hair will damage it. I dyed all my brown hair blonde and it took 4 hours. By the time the STYLIST was done, she chemically burned my whole head and my hair was orange. The more product you put in your hair, the more you damage your hair. Luckily for me, I have virgin hair so it bounced back fast. If you bleach your hair enough, it will actually damage the roots and your hair will grow out damaged. Be careful!
