I turn the fuel off and run it till it dies and a week later I go to start it and the cylinder and crankcase is still full of fuel, and the shutoff does work, I change the oil and get all the full out of the cylinder and it runs great, WRF

Does it have a fuel pump or it gravity fed?

If a fuel pump, the pump is bad.

I could be wrong but I think if my needle valve was sticking open the carb would flood out and spit gas out the carb!
