This is a world site. A lot depends on what country you are in.
A distributor is very different from a dealer.
I assume you want to be a dealer.. you start by contacting manufacturers and asking what their terms are!
There's too much to get into, so if this is all brand new to you, hire a consultant.
As for investment, it will be a lot of money. You will need letters of credit from a bank.

I'm in the US. Maybe someone from India can help. I doubt that 2-3 lakhs are enough though. Asking manufacturers for a list of prices and terms is where you should be starting.
